· assist Ministry of Health (MOH) in developing a database of all MOH’s facilities, for planning of maintenance and rehabilitation programmes.
· assist MOH in preparation of a countrywide rehabilitation plan and cost budget.
· assist MOH in preparation of terms of reference for local consultants, employed for civil works.
· assist MOH in introduction and initiation of unit priced bills or “Schedule of Rates” contracts, as a transparent built-up pricing system.
· assist MOH in introducing procedures for informing/training of consultants and contractors, to improve quality of professional working conditions for the implementing team.

Employed by Danida to Ministry of Health, Accra, Ghana, as Building Supervisor/Engineer for the Health Sector Support Programme, during construction/rehabilitation of six major training schools for health personnel and construction/rehabilitation of ten regional tuberculoses clinics. External water supply, gas and alternative energy installations were also part of the projects together with an overall furniture programme, total US$ 9,5 million.

Duties included:

· capacity building of local professional consultants (architects, engineers and quantity surveyors).
· overall control of total construction budget.
· monthly site visits for close supervision/inspection of execution of civil works.
· control and verification of variations and additional works.
· on site control of re-measurement of civil works.
· control of payment certificates to contractors and consultants.
· initiate purchase and control of clients supply of furniture, equipment and building materials.

 

KENYA:

1994 – 96

Employed by Danida to Ministry of Health, Nairobi, Kenya, as Zonal Adviser for Preventive Maintenance Implementation Unit. Covering the four districts, Embu, Tharaka-Nithi, Meru and Nyambene.

Duties included:

· initiate the preventive maintenance system at district level.
· participate in training of involved personnel.
· in co-operation with Health personnel develop sustainable maintenance routines.
· prepare detailed survey of renovation work to be carried out at each health facility including cost estimates.
· prepare tender documents and drawings.
· assist the Ministry of Public Works in preparation and handling of contracts with building contractors.
· represent the Ministry of Health as client ministry during the construction period.
· prepare semi-annual budgets, monthly accounts, and activity reports.
